Texas Penal Code § 31.07 makes it a State Jail Felony to intentionally or knowingly operate another person's motor vehicle, boat, airplane, or other vehicle without the effective consent of the owner. Unlike auto theft, UUMV does not require intent to permanently deprive the owner — temporary unauthorized use is sufficient. This charge frequently appears when someone borrows a vehicle without permission or is found operating a reported stolen vehicle.
